🚧🚜 Stone House Construction & Dauphin Ave Curb Replacement Updates: Wyo Infrastructure Committee

Among topics covered in the Wyomissing Infrastructure Committee meeting on July 15th were the Stone House construction project, Dauphin Ave. curb replacement updates, and upcoming construction on State Hill Road.

Wyomissing Infrastructure Committee Meeting Updates

Wyomissing’s Infrastructure Committee met on Monday, July 15th.

Stone House Construction

As of Monday, July 22nd, the Stone House park will be closed for construction from the new pedestrian bridge on Parkside Drive South to Wyomissing Boulevard. This includes the Stone House and the pond.

1200, 1300, 1400 Blocks of Dauphin Ave. Curb Replacement Update

Wyomissing Borough is exploring slipform curb replacement on the 1200, 1300, and 1400 blocks of Dauphin Avenue. Slipform curb replacement is lower cost per foot, but would require more of the curb to be replaced.

As a reminder, Wyomissing residents are wholly responsible for the cost of curb replacement for any reason, including borough road work and maintenance. The 1200, 1300, and 1400 blocks of Dauphin Avenue are slated for roadwork in 2026, and residents would receive notification from the borough about needed curb replacement in December 2025. State Hill Road Construction

PennDot has prepared preliminary plans for construction on State Hill Road between Colony Drive and the ramp to 222. Construction is expected to begin in April 2026.

The plans include installing a traffic circle at State Hill Road and Woodland Road.

Throughout the construction, one lane of traffic will be open in each direction on State Hill. PennDot has also provided a document with the stages of the State Hill Road construction project.

Borough Administration and Police Department Expansion Feasibility Study

The primary option for expanding workspace for Wyomissing borough administration and the police department is 1235 Penn Avenue. The other options listed in the study are for comparison.

The subcommittee for this project has scheduled a meeting to review the feasibility study.

Girl Scouts Project at Wyomissing Blvd. median in front of Atonement

Girl Scouts from Troops 1284 and 192 attended the Wyomissing Infrastructure meeting. The Girls Scouts and their leaders had the idea of a Girl Scout project, painting the paved Wyomissing Blvd median in front of Atonement in order to beautify the area.

To give context, the committee informed the Girl Scouts that the median is regularly run over by truck wheels, and that the area is possibly going to be subject to PennDot construction in coming years, which would limit the lifespan of the project.

The Girl Scouts will put together some designs for the committee’s consideration. The committee will consider scheduling and traffic control needs before moving forward with the project.

50/50 Sidewalk Program

The borough received fewer applications for the 50/50 sidewalk program this year than usual.

The cost of sidewalk replacement under the lowest bid received by the borough is $22/foot.

Split Rail Fence in the Parklands

There is limited appetite among the Wyomissing Infrastructure committee for replacing the split rail fence in the parklands on Old Wyomissing Road. Reasons include the fence needing regular repair due to being in the flood plain, as verified by parklands consultants Floura Teeter, who recommended against replacing the fence. The split rail fence replacement question was tabled.

Boy Scouts had indicated interest in making the fence replacement a scout project. The borough is exploring an alternative project for the Boy Scouts, helping repair a park gazebo.

Public Works Garage

The public works garage construction project is in final stages. The borough may be able to use the new garage as soon as September.

New Street Sweeper Order

The Wyomissing street sweeper has required regular costly repairs in 2024, so Public Works requested ordering a new street sweeper. It will be 18 months between order and delivery date.

A new street sweeper costs $370,000. Already in 2024, 10% of that amount has been spent on street sweeper repairs. Additional funds had to be spent on renting a street sweeper, which costs $3,400 per week.
