School Board Finance & Facilities Workshop

The Wyomissing Area School Board held a Finance & Facilities Workshop on Wednesday September 18th. The workshop is one of several annual reviews of the school district’s capital plan.

Current Budget Year

Projects discussed for the current budget year include:

  • WREC playground renovation

    • summer 2025

    • plans based on student focus group

    • currently plan to remove full court basketball for two half-courts next to each other

      • stated reason is to reduce use of courts by adults

    • add pickleball court, gaga ball court

    • green space - planters, possible artificial turf

    • seating

    • all abilities playground with spinners

    • evacuation space for all school students and staff

  • stage & house lights installed in JSHS auditorium

    • eliminated $40k rental of lights for every show

    • LED - high efficiency, like most of the rest of the school

  • sidewalk repairs across district

  • turf field fencing

Future Budget Years

Projects for future budget years include:

  • turf field replacement

    • every 10-15 years; previous turf lasted 13 years

    • aiming for turf replacement in 2028-2029

    • due to Title 9

    • considering expanding turf field size for use as lacrosse field

  • district office renovation

    • install telewindow like at school entrances

    • cosmetic upgrades

    • has been considered since 2014

    • cannot reuse cubicles

    • address mic range for Zoom during school board meetings

  • Wolfrum Field

    • Director of Facilities Mike Cafoncelli shared that there was an indication of potential interest from Alex Anzalone to donate for press box renovation: the school board supports press box renovation as long as it is donor funded

      • stairs to roof

      • wall to separate teams’ coaches

      • window replacement

    • visitor bleacher replacement for ADA compliance and increased capacity

  • Wyomissing Hills furniture refresh

    • some of the furniture at WHEC is from the 1980s

    • same supplier as high school furniture

    • can cover most or all of district’s electricity costs

    • discussion of installation of solar arrays in phases

    • only one bid has been pursued and presented

      • board members expressed interest in bids from additional solar providers

Beyond the Agenda

Since the 1980s, removing full-court basketball facilities has been used by policymakers to exclude deemed-undesirable community members. Policy restrictions on basketball have resulted in successful discrimination lawsuits against municipalities and HOAs nationwide.

Community basketball courts promote health and wellbeing. The presence of sport courts, including basketball courts, also reduce violent crime and property crime.

Lack of public, free full-court basketball courts has been shown to have particularly negative impact on youth girl athletes - of particular interest given the success of the Wyomissing girls high school basketball team.

The proposed drawings for the WREC playground place two half-court basketball hoops side-by-side, in lieu of a full basketball court.

The Wyomissing School Board met on Monday September 23rd. Discussion included:

  • still having difficulty recruiting crossing guards - 20 people expressed interest, only 1 completed paperwork

    • used to pay for 3hrs, reduced to pay for 2hrs

    • considering increasing hourly rate or number of compensated hours

  • school board member Kacie Rodriguez honored by Rep. Johanny Cepeda-Freytiz and the PA House of Representatives Latino Caucus for her contributions to the school district and community

  • Berks Career & Technology Center (BCTC) updates

    • 2,062 students total - Wyomissing students make up 16.8%

    • high satisfaction from BCTC students indicated in survey

    • 70% of students earn PA Skills Certificates

    • students working on house build project, to be completed this year

    • facility upgrades

  • Wyomissing Area Education Foundation (WAEF) updates

  • PTA updates

  • Total Experience Learning (TExpL) update from participant teachers

    • creating experiences & opportunities for students

    • professional development for teachers

    • student council restructuring to four pillars: leadership, culture, service, camaraderie (replacing President/Vice President/Treasurer etc.)

    • sports updates: girls tennis team undefeated; field hockey 7-2; football team 4-1

  • approved overnight district and all-state music festival field trips

  • using disposable materials at cafeterias, not using dishwashers - working towards reinstating washing dishes
