The Wyomissing Personnel Committee met August 20th to discuss expanding the position of Recreation Director to include marketing, and performance evaluations of borough employees.
The Wyomissing Finance & Administration Committee met September 5th and the Wyomissing Civil Service Commission met September 6th.
Wyomissing Personnel Committee
The Wyomissing Personnel Committee met on Tuesday August 20th. Discussion included
approved transitioning part time Recreation Director position to full time Recreation and Marketing Director position, effective January 2025
discussion of split between recreation and marketing hours
being considered by council on Tuesday September 10th
given a referenced issue from within the police department, committee discussed form and implementation of performance evaluations for borough staff
record-keeping for bonuses & raises
considered two forms of performance evaluations
consideration of how many people should be involved in performance evaluations
personnel committee acknowledged that the Borough Manager has not had thorough, systematic performance evaluations
NOTE: The below is included in the August 20th Wyomissing Personnel Committee meeting minutes, but was not discussed in the video recording of the meeting.
$45k was budgeted for the Wyomissing Recreation Director salary for 2024, and that full amount was paid as of the current payroll cycle on August 20th
the meeting minutes note that “There are however four more months left in the year, of which the budgeted salary will be slightly exceed” [sic].
the minutes do not elaborate on whether this issue was resolved, what (if any) additional pay the Rec Director will be receiving for the year, how this seeming mistake was made, and how these decisions regarding this situation were made

Wyomissing Finance & Administration Committee
The Wyomissing Finance & Administration Committee met Thursday September 5th.
pension investments have seen improved returns, continuing pattern from 2023
Minimum Municipal Obligation (MMO) pension plan contribution - paid every quarter, state aid available later in month
committee/council chose to base the 2024 MMO calculation on the advantageous 2021 valuation rather than the disadvantageous 2023 valuation, to minimize 2024 budget impact
2025 MMO must use 2023 valuation, is significantly higher than 2024
2025 MMO contribution increasing to $1,568,000, with anticipated state aid offset of $522,000
2024 MMO was $837,000

Wyomissing Civil Service Commission
The Wyomissing Civil Service Commission met Friday September 6th.
The commission discussed promotions and expanding roles in the Wyomissing Fire Department to improve operations.
approved beginning examinations in promotion process to fill the role of firefighter technician
commission was informed that the borough is considering adding deputy chief and assistant chief roles to the Wyomissing Fire Department, per Pennsylvania Borough Code for Civil Service
commission will review draft descriptions of deputy chief and assistant chief roles when completed at a later date
